what evey chinese thinks we are weak at, we could or we would have to do: working together.
i thik we need to have consortium structured to have the MBA background with actual industry app experience kind of business analyst (they do not have to be chinese) and work with them.
when you bid on contract, the programming part may save money but it means nothing if it does not work to the operating hands' best interests, the users.
say starting from oil and gas industry, the real deal is how to design the software that works to solve real prob, and it may not really have any to do on the programing side of it, the compelling points are the features of the products.
i know bunch of russians and chinese guys here in houston making reasonable salaries. but they are not in position to design packages or products.
must start from top. in position to design products with certain features to achive specific objectives, who cares where you did the contract out on programming part of it?
the buttom line would be what can you do to solve what prob and at what price
the savings by contract to china is all to yourself, they do not need to know that how you can pull it off
the prob is we have too many chinese programmers (millions) and too few good business analysts with true capability to take on industrial prob
now that's where real deal is at
i was in TV and telecom, as well as power utility side but all concentrated on video/data/voice convergent service app, mostly over broadband wireless service intrustructure...but you may come across with other industries. the point is you need to go in and think like an operation manager first, not as an IT manager
