two years ago when i was trying to get projects, a guy in a big US insurance company asked me if i got skilled cobol programmers, and if so he had something for me. of course i don't, in china, we skipped the whole cobol era, and how could i find people with that skill right away? in india, i guess they can get huge projects, so people are willing to sign up to classes to learn whatever needed because they are guaranteed a job after the class. in fact the guy suggested that i should open a training school to teach cobol in china!
i feel we had many missing pieces and are disconnected from the other side of the ocean. The gap between what we can offer and what they are looking is big, and the middleman you mentioned has a huge task at hand.
