I suspect Huawei was thinking of copying Cisco when they started 内部创业. Cisco's executives started a number of start-ups in silicon valley and many of those got aqquired by Cisco after successful product development. Andiamo is the latest example...
The advantage of this is in a big company they might not be able to go as fast as startups in development and although sometimes the executives put in their own money VC still put in significant amount of money so the risk becomes lower. And due to their track record they can assemble a very strong team to execute (this is part of the reason of the successes).
However I think there are a lot of issues to prevent copying this to China. The biggest of them is intellectual property protection. When those Huawei exectives left to start their own shop they might pack a lot of the stuff from Huawei (which might be copied from somewhere else who knows) and it is hard to prove... So instead of developing new products they just take the short cut of doing a face-lifting on the stuff and got a competing product to the market in no time...
Well I am not familiar with the facts and simply speculating here, so I can imagine bricks/eggs/tmoatos coming... ouch!
