In order to attract US investors, it will be a good idea to establish your company in US, and Delaware might be a good location to do it. After that, you can register a company in China that is fully owned by the US company, unless (i) its industry is prohibited or restricted for investment in China or (ii) your US company will contribute to the China company some sensitive technology restricted by the US Department of Commerce.
As to whether your US investors can accept it, it's difficult to predict it right now from a commercial viewpoint. From the beginning, you will want to tell your prospective investors about your China investment plan, tell them why it makes business sense and why it will be a success. There should be no surprise when they hear about the China plan later on.
As to application for the Chinese local incentives, you can set up a separate Chinese company that is not a subsidiary of your US company. The Chinese company can just stand alone as an overseas returnee's new enterprise. After it grows bigger and more successful, you can then have your US company acquire shares in your Chinese company and "link" these two entities together. Before they are eventually “linked” together, they can still act in concert and cooperate with each other in the market because you will be controlling both of them as their major shareholder.
