US gov can't spend it without authorization; even the money would be spent to its own troops, it has to be approved by congress.

Most donations in developed countries are not from the goverment, it's from the people.

Can't believe this kind of comparison appears repeatedly in this site. kinda of someone want governmet squander their money just for some vainily faces.
