perspective - insurance.
Underwriter namely is the person who put their name on an insurance policy with their clients. Therefore this person must be an authorised one by its company to word an policy, and agree the policy. That is a big job, as far as I can see.
In this connection, underwriting something is indeed put your balls (if it is not only about money...) onto the table i.e. providing the full support/commitment.
