china is a power in UN and at this point may be able to work in its own advantage in the UN forum.
but at this point, there is no wrong doing on either side that would cause UN to vote for a resolution yet...not until a military confrontation is escalated to a certain level, when the international navigation becomes a concern... then we would see UN is to be played with. Who would want to contribute to a combined UN navy fleet for peace keeping there right in the middle of gas field?
anyway, i think it is too early to proceed to that at this point
