any country implementing a project like the one chia is doing there, as long as it is on open sea. i believe it is legal by international laws.
where the prob or at discussion is that the part overlapping with what the japanese claims as their economic water zone, which china does not recognize. a typical territorial dispute existing today between many countries.
it will be feuled when the real economic interests, even vital economic interests are at the stake.....and we are just looking at one now!
