Just gave your suggestions from my own point of view.
As IT management position is concerned, your background and willingness is much important. Advices as following:
1. Which field do you mainly focus on in the passed 10 years of IT working experience? Any competitive Advantage when back.
2. Your interests: generally two types，甲方和乙方 anyway encourage you not do technology like in US but do management
3. Adaptability: SH is high cost city totally different from that in US. But more chances and exertion than US. 20K RMB monthly is normal for IT management position in the beginning.
4.Tradeoff: again for family, child and career. like u 35 is a hard to say age, which is more deserved, do SWOT and just do the right choice. No hesitate after decision.
