Jap did not attack Russia from the pacific west coast and delete USSR first. Later on, I realized that Jap was defeated several times before by Zhikov, and its army has much less resources than the navy.
Japan devoted resources to its navy, which inevitably resulted in final showdown with America in the pacific region.
The pearl harbor attack is an inevitable action. But I guess Roosevelt must have been excited to know that Jap finally took the bait and woke up this sleeping tiger--America.
