For (1), there're already a lot of off-shelf products.
And (2) and (3) are just extension to (1) in scale, and maybe with some additional features, such as authentication and data encryption. Also, one major concern is coverage and handoff between hotspots.
P.S.
I was typing up the whole message and clicking [Submit] button without username/password. The system rejects me of course, but also wiped out all the texts I've been typing. So, I had to rewrite and resend it and forgot the points above.
So one lesson learned: always do "Ctrl-A" (Select All) and "Ctrl-C" (Copy) before hitting the [Submit] button.
One suggestion to the admin (Sister Hu): could you or the tech support look at this and see why sometimes it's behaving all right (keeping the message input when I hit [Back] after the error), while other times it's not? Thanks a lot!

Don't have Chinese input from office computer, apologies for the long messages.

Just realized that I used the pointed brackets ("Smaller than" sign and "Greater than" sign), which are reserved charaters in HTML, now replacing them with square brakets.
Another lesson learned, haha...
