the former is usually owned by one enterprise (maybe collectively-owned enterprise, or limited liability corporation, or state-owned enterprise).
The latter is usually in the hand of Guo Zi Ju(Bureau of State Assets). Previously it may be owned by different industry ministries. Now these shareholdings are transferred to Guo Zi Ju, which serve as the sole guardian of state assets.
