Some reference data: Typical expat package costs ~$500K including everything; salary part of the package is aligned globally, and GM of a $100-200M BU in China pays around $200-250K
Some points to consider:
1. China is a low margin market in pretty much everything, few exeptions are luxury goods... Expats are super expensive; company hires expats to lay down infrastructure, and then has to get rid of expats in a few years to make the margin
2. Expats in global function like R&D is sometime OK. P&L are rolled up to global, and expats cost won't stand out that much. It probably can even cut the costs as people under you are much cheaper. If R&D costs are absorbed locally, you can kiss your expats package goodbye in two years.
3. Don't even think about P&L responsiblity in China if you don't have this experience in the States. China is not a training ground. This market is brutal in everything. Managing P&L here is like driving a high speed motor boat in high seas with rocks everywhere...and sometimes you can't even set the direction, typical for a lot of MNCs....
