1. If you lived out of China for over 10 years and have no China work exp. Consider expat as a 1st step of becoming a real turtle. If you don't like it there, exit is normally easy and painless.
2. Only when you create jobs in China and add value, then consider being a turtle. If you just want to be "corrupt" in your homeland, then stay where you are and skip all tips below).
3. Second a post regarding the local talent. Use them in sales, technology and any area you can find or mentor good hires. Students fresh out of school are good for tech. jobs and they are relatively clean of bad habits.
4. Create a postive and professional culture in your enterprise. Bring your top staff in China overseas for training, working with US staff.
5. Use exp. local talent to do early sales. Use high profile "guilao" or youself, if you are good, to close the deal. Leave the R&R to lower level staff or better yet, PR firms, so these activity does not corrupt your own staff.
6. If you have no staff management exp overseas, then you should not consider manage at first in China.
7. Creat a merit ba<x>sed and flat structure in your company, call everyone by their name, instead of by ti<x>tle.
8. Respect staff's personal life and time. Keep watching and improve morale.
9. Expect to have 50% turn over in your staff initially.
The tips above do not apply to people with special connections or guanxi in China.
