Brazil was well-known for corruption and nepotism. And people there are nice, friendly, outgoing, but do not respect law, order and schedules.
Germany and Scandinavians(Sweden, Norway, Denmark) have all mature democracy. What distinguish them from other democratic nations are their disciplined citizens.
Spend some time in Latin and Germanic nations, then you understand why I say the public administration is poor in Brazil.
By the way, you need to understand "Administration" means the executive branch of the gov--it has nothing to do with "democracy".
