It is true that social capability is very important for managerial career, but it is not necessary for engineering jobs, which demand sound tech training, not a lot of connection skills. Some of my friends, who have Ph.D. degress in EE, easily find jobs with Intel, Broadcom, Qualcomm etc., but they admit that there are few jobs for them back in China to match their skills. these are so-called "书呆子海龟" in your post.
I think it may be fair to say that China and US job markets sometimes require different sets of capabilities even for THE SAME type of jobs, so some sea turtles may find it unwise to return to China.
BTW, They can easily earn more than 80k annual in their current jobs, so I do not hear talks about returning, at least within my friend circle.
