in general, i don't like the whole thing because
if this is a bigger company, they would have a policy to define function roles. you don't get to tell them what to call you: corporate HR policy and guide line should not change for one individual
if they already have someone in china, and you go in there, they don't know if the guy report to you, then you may go in there and find yourself being in a slippery shoe
don't ask for things out of your wish, ask them what is their policy and what is the thing they can do for you to accommodate you. remind them you are from usa, you do not have to go back to china, and you are not a chinese locally hired
overall, i would not waste too much time on them
what they probably did not say it loud is they are not sure about your leadership capacity and managerial experiences to put you in charge....
