You can say Vikings have a pirate culture; a few hundred years ago they built nothing, grew nothing, and robbed everything they needed, yet they now have built great industries and make Ericsson, Nokia, Saab, Volvo.
The French culture can be said to center around wine, women, and other sensual pleasures. That didn't prevent them from inventing the airplane, the motion picture, and the metric system. They love sensual pleasures but also are precise in measurements when they need to be.
You can say Japanese have a barbaric culture and have no regard for human life. Their society is governed by Shindoism and the Japanese Emperor. Yet they too built great industries.
Chinese culture has some problems. So what. Why would the so called "culture" hinder industrial development.
