If you have audited China's state oil companies, you will know that many firms are very weird: they are vertically integrated at provincial level and there are many small refinery plant with uneconomic scale....
Right now, even foreign oil company transport finished goods to China, its costs can be lower than those of some state-owned companies....
That's the tragedy of provincial ownership structure of some state enterprises....
An Pu Ruo is right--- China's firm wants to control upstream crude oil. But they are not efficient at the refinery stage too.
The only advantage is their distribution network.
