If he/she likes to hop from one to another short term relationship, it could be just he/she is picky, would rather have no relationship than a bad relationship.
But if he/she has multiple long term relationship and none of them worked out, it may mean something more serious: he/she might have a commitment problem ( no marriage resulted from the relationships), sexually impotent, or being a psycho etc.
