It all depends on your skill level, OS preference, budget, etc. If you would like total control, I would suggest tektonic.net. $15 will give you a Linux based virtual server where you have root access, can create unlimited accounts, install any software you would like... just like you have your own machine. If you want balance of features and price, take a look at 1and1.com, $9.99 would give you 3 domains and a long list of features. If you are very budget conscious, then how about host-host.com? Their super saver package is $2.95. Moreover, it is owned by my friend and I can guarantee that you will have the best technical support
