Think about the hundreds/thousands of local Chinese people deprived of their legitimate property, or even their lives. Ever heard about the old Shanghai couple burnt to death in their home because of refusing to move without getting adequat compensation?
Culture preservation is never ever a concern for the policy makers and implementors. We Chinese just can't wait to turn everything we have into money.
