this rating system idea will not work in real life. let us not kid ourselves. organizing people is one hardship, keep everyone "fair, simple, ..." is even worse (mission impossible, that is).
by the way, a joke says that analysts say bad things about the property market because they want to be the first to buy when the market drops. think it might be true?
