I see you talk more about technology, but you should know technology is not the key to business success, the key is the market. The first question you should think about is that who is going to buy your product, how much they will be willing to pay, and how do you make the sales. If you don't have solid answers to these preliminary and important questions, it's better you don't get started unless you don't care about the result.
The consensus is that it's not easy to make money by selling software in China, especially commercial software. The only big client who really pays for software is the government, so you'd better think more about making your software needed by the government, and find/get connection to make the sales to the government. One more thing to be cautious is that try not to fall into a victim of business partnership.
