Remember you're dealing with a bereau, a system and a long list of policies behind the system, not just a single individual.
As to those offiers, they're paid to carry out the policies. The job requires them to strictly follow the policies and tightly control the number of visas issued. And one underlying guideline within the policy is to assume "intention of immigration" unless compelling and convincing evidence is provided.
Please separate their work from their personality.
You can criticize how inhuman the policy is, but it's openned to everyone, so you have a chance to learn how to take advantage of it, and work out strategies and tactics - I thought Chinese people always have this kind of wisdom.
