You have to suffer the first few years to get well trained. Why fresh graduates should get well paid just with so called certificates? Master of languages is not guarantee of success. Remember, it is just a tool.
It is not the government's responsibility to allocate decent jobs to those college graduates. If there is no "Kuo Zhao", some of them may not even have chance to get enrolled into college. Now, at least, they have a job. They can get work experience, build up connections and after several years some of them will move upward to decent positions. If they can not succeed in the big city, they still have the choice of moving out to a smaller one. Their experience in the big city can help a lot there. It is exactly the way how the countryside of Japan and Korea get developed.
Ten years ago, college students had to play dirty tricks in order to stay in a big city... Study some history and you will feel better.
