the Citibank in China is not connected with the citibank in U.S. -- that is what I was told, and at least it is true for bank of america. Therefore, unless you have an account with Citibank in China, you will be charged some fee....because it is considered as "other" bank.
I was also told that I could open an account with bankofamerica in China from U.S. When you call, they'd send the forms and instructions. Check out www.bankofamerica.com.cn and good luck!
