This is Ben Gao. I've been doing web developing for little while.
Using BBS for a site like haiguinet.com is not good enough. It should use a content management system or a portal system which include, or could integrate BBS, gallery, and so on. Well known and been wild used are PHPNuke, Mambo... It is quite easy to customization, expansion... It is much stable, much reliable, much more functionalities. It separates all functions to modules, you can enable or disable any module, you can add new modules...
Finding a Chatroom is not big deal. Too many wonderful are out there. Some of them are as fancy as ICQ system. The important thing is lied down good foundation now. Besides, Chatroom consumes a lot server resource. Your service package won't able to support it. I think 20mb space, and 20g bandwidth are too little for a site like haiguinet.com. Soon or later, it could not handle its demand. If you'd like, I could offer you better deal: 1 static IP, 1000mb space, unlimited bandwidth, unlimited MySQL database, with Plesk Contol Panel.
