I had this question too when I tried to set up a company that can have both import/export rights and the rights to market in domestic market. As a Wai Zi company, you cannot sell inside China unless you produce the stuff there. But you have the import/export rights as long as you have enough capital which is pretty low now. To be able to import sth and sell in China, you have to be a Nei Zi company. But How can you do that as a green card holder or a foreign citizen or do not want to physically reside in China? The answer I got is to ask someone (better be your relatives) to register a company for you. Then you will be in another minefield...
Of course, everything is up to your Ciao Zuo. Anything can happen as long as you are in the system:-)
