There's no 16 yet, the latest is 15.
It's impossible (well, almost) to upgrade from fedora 6 to fedora 15. There're too many changes, for examples, rpm executable changed, python (which rpm depends on) changed, LUA was added some where during f9-f11, lots of other programs and dependencies changed.
You can try upgrade one version up at a time -- manually change /etc/yum.repo.d/fedora.repo to point to one version up, do "yum update" and them "yum dist-upgrade". Repeat 8 times. But I'm pretty sure this approach will fail.
Just install fedora 15, back up old system and move files over. Much easier.
