1. For foreigner, the 10% tax is on capital gains, that is, the profit from your investment, not the sale price of the investment.
2. For estate tax, you are assuming that you will hold the property till death. It is only in that case that you have to calculate estate tax. Even in that case, ordinary americans have exeption up to a couple millions. That means, the estate tax of 55% is calculated on the value above 2 to 3 million. I don't know the exact exempt amount for foreigners.
