The mercer survey is targeted at international executives and expatriates. Which pretty much makes it irrelevant for the 99.99% native population.

Oh and the actually ranking? Rolling Eyes

Top 5 cities in North America
Vancouver, Canada (tied 4th)
Toronto, Canada (15th)
Ottawa, Canada (16th)
Montreal, Canada (22nd)
Calgary, Canada (26th)

I have been to all 5, no arguments on Vancouver, I love that city. Maybe even Toronto is justified. But you have got to be kidding me to rank Ottawa, Montreal, Calgary ahead of San Fran, Boston, New York. Business, culture, education, entertainment, sports, food, in every way you can look at it, there is no comparison.

Take some random survey as fact without actually experience the cites is about as dumb as cut and paste without reading first.
