That's not actual transaction price.
Big IBs can give give whatever the quotes they want.
The national sovereign CDS market is also an OTC market and I do not put too much trust in their number. It is an opaque market with lots of info missing. For example, we do not know the trading volumes too. In an illiquid market, one or two players can corner the market too.
I heard Tim will shift the CDS market to a centralized exchange, up till now, I did not see any major changes yet.
