first, regarding your statement that people will like a volatile market more than a flat one. To some degree, it sounds right, but it does not to me. A good investor should be able to make money in both market. You can short volatility in a flat market. The most common way is shorting option if you believe it is a flat market. So the key is not about whether it is a volatile market or not, it is about whether one can rightly foresee the market movement. If one can't, big volatility will only hurt him. Or it is no different to a gamble.
I agree with your last sentence. it depends who u r, not where it is. A high volatile market doesn't promises or implies anything to anyone. The risk in china not only from normal type of market movement, but also from the lack of trading instruments (shorting, futures, option) and more dangerous insider/institution manipulation. If one believe he can well handle all these, China is a good place for him. (Don't forget the legal risk.)
If one wants to be a arbitrager, look at the difference between A and B shares. Sometimes, it is also dangerous to be way ahead of market.
A question I will ask myself is whether I am ready for all these and how I am going to handle them.
I don't mind giving a try in the secondary market in China, but I bet the risk overweights the returns.
Just my thoughts. Would like to know your feedback.
