Money or fortune is not the aggregate balance on one's accounts. It's the financial resources one can muster/use legally and agreeably within a society.
In this sense, many 'rich' guys in China are not that rich. Many will still want to export their bank balances out of the border.
If too many people (including the government) have a red eye on one's assets, sooner or later some thing will happen.
Some hedge funds (offshore) should be a natural option for this type of funds.
