recently the waiting time is about 6 wks, so please make sure that your friend will stay in CAN before getting the replacement card. Becuase he/she has to mail the old card back with the document, which means hs/she will not be able to get into CAN later on. On the other hand, the replacement card MUST be picked up by the applicant, NO exception.
However, if your freind has booked a flgiht leaving CAN in about 2 wks, this is my guess as it will at least take Immigration CANADA that long to make a new card, he/she can apply express service. He/she has mark EXPRESS on the envelop and provide a photocopy of the flight ticket along with the application kit.
Also, I would highly recommend your friend to phone Immigration CANADA to follow up the process.
