My previous company has done this with India and China before I joined it. However it didn't work well due to lack of supervision and QC.
It looks like Accenture is good at outsourcing and management is and should be a big part of it, I think
BTW: I watched movie "The Dragon" yesterday afternoon, special effects were pretty cool and apparently the storyline was borrowed from China: Snake + Pearl (明珠?) --> Dragon
