I've heard a lot of it, especially on mitbbs there's a board about this! hiahia~
I know some credit cards offer such GCs, like discover card rebate program (I redeemed a whole lot of blockbuster cards and just got Pier1 GC, absolovinglutely a good choice, especially when Pier 1 has sales, $1 one fabricated flower which sells at $4.50 something ususally, hoho!!)
If you want to buy from ebay, simply review the seller and if he/she has many positive feedbacks, surely you won't run into much risk.
When I was a part-time sales at Banana Republic (Nov. 2005 ~ June 2006) I could get employee discount 30% off gift cards and I bought a lot and a lot for my friend, hohohahei:)
Oh, yeah, you can buy for each department store, like Saks, Bloomies, Norstrom and etc. And of course you can use such gift cards on anything in the store 
Uhm, only 165cm and that fat?! @_@ I feel so sorry for your secretary, hiahia!!
