my in-law's apartment was almost broken into two days ago. It was 8:30 pm, they heard a loud knock on the front anti-theft door, and my mother-in-law peeked through the closest window and saw another guy crouching under the window sawing away the iron rods of the anti-theft cage over the window. She gave a shout and two thieves ran away. It was in the city center of Ningbo, 5 minutes away from the local government headquater. They live on the first (actually 1 1/2 floor) and their neighbors living on higher floors had similar problems in the past and at least 3 of them had their apts robbed. This is no better than an inner city public housing places in US.
