We find that Chinese energy use and associated carbon dioxide emissions are still very high when compared to other countries and to best practice energy consumption values. If best practice technology had been used to produce the same amount and types of steel in China in 1995, energy savings and carbon dioxide emissions reductions of 45% could have been achieved.
