The author doesn't know much more than 卫慧 does. He/She might have heard something fashionable, but never really got to know it. With imagination and a determination to be fashionable, he/she put on a show to prove that he/she really knew that mysterious thing.
In 卫慧's case it's sex with foreigners (which I'm pretty sure she didn't have much), in 扎西多's case, it's knowledge in Western culture, which I don't think he had much either.
I am very disappointed to see this POS appeared on 《读书》.
