GENERAL JOB DEscriptION:
The Engineering Director is the chief engineering lead for the Platform Hardware Design Team, Software Driver Team, BIOS Design Team and Manufacturing Build Services Team at the SRDC. Current staffing is approximately 50 growing to 60 by 2009. It includes two Sr Managers and one Dept Manager who will be direct reports. The Engineering Director is responsible for overseeing the design team’s project workload, priority setting, project definitions, recruiting and staffing efforts, training and team development. They are the responsible for the communications with the North America design teams and Sr PSE Design Team owners. They are responsible for overseeing the management and maintenance of SRDC engineering capital assets and resources. They are responsible for the hiring and supervision of the Engineering managers, and provide leadership to assist staff in functioning as a team. They provide leadership in maintaining a productive, cost-effective, safe and legal workplace. They guide and advise the PSE organization on local SRDC capabilities. They report directly to the SRDC Sr Director and matrix to the NA Design Team Owners.

SPECIFIC DUTIES

1. Organizational Management
Governance Administration
1. Administer the affairs of the engineering teams in accordance with PSE design process and policies.
2. Ensure the maintenance of official records, process, and standing design rules according to PSE policies.
3. Attend staff and planning meetings and coordinating committee meetings, disseminating information cross organization and with staff, and reporting on workplace operations, finances, planning, and other matters as necessary.
4. Proactively provide information, history, continuity, support and guidance to all management bodies and regions, in conjunction with the staff team.
Planning Administration
1. Provide leadership and vision to the organization by assisting the Design team owners and staff with the development of long range and annual plans, and with the evaluation and reporting of progress on those plans.
2. Research and write discussion papers, analysis documents and proposals as needed to assist the organization in determining and meeting its long and short term project goals.
3. Oversee preparation of a SRDC Quarterly and Annual report summarizing progress on short and long range projects.
4. Define the teams organizational structure for future growth plans, (example: Is a layout team needed locally, if so when?)
External Relations Administration
1. Represent AMD engineering with the local design industry conferences and organizations.
2. Establish strong relationships with local software and hardware design partners in Shanghai and China. (i.e. Phoenix)
3. Work with the AMD government relations team to help determine R&D certifications status and tax advantages.
4. Work with the AMD internal teams responsible for insuring US Government regulations regarding IP/technology export regulations to insure design teams and PSE organization are in 100% compliance at all times.

2. Support Services Management
1. Oversee Contract Manufacturing (CM) vendor services, purchasing and performance management.
2. Oversee the import/export shipping services, regulation, process and costs as it relates to the Build Services team.
3. Oversee the provision of HR staffing and hiring, new graduates hiring, Intern programs, retention issues and recruiting services to keep design teams fully staffed.
4. Ensure provision of education and training programs to engineering management and teams.
5. Provide vision and oversight of efforts to increase and support diversity and inclusion at all levels of the teams.
6. Provide vision and oversight for the technology needs of the organization.

3. Space Management
1. Oversee ongoing, short and long range office, lab and build services space planning ensure the continuity and growth of the engineering teams at the SRDC site.
2. Work with local staff to ensure full occupancy of engineering space.

4. Financial Management
1. Oversee the development and adherence to the engineering operating budgets.
2. Provide guidance and spending guidelines to insure fiscal responsibility to the engineering managers and teams.
3. Oversee preparation of annual budget, regular variance statements and annual audit reports for the teams.
4. Provide recommendations and make decisions regarding effective utilization of long and short term financial budgets for the various teams.



5. Workplace Management
Staff Administration
1. Develop annual plan for staffing the design and manufacturing teams.
2. Hire, supervise, evaluate and, if necessary dismiss staff members as specified in the China governmental regulations and AMD regional and corporate policies.
3. Oversee workplace operations, including holding staff meetings and team building retreats, and working with staff to maintain and improve effectiveness and efficiency.
4. Ensure that all staff members receive appropriate training to perform their jobs effectively.
5. Revise staff job descriptions when necessary to increase efficiency and achievement of the organization’s goals, with input from staff and other appropriate resources.
Workplace Administration
1. Administer the affairs of the workplace in accordance with AMD policies and contracts, and all applicable laws.
2. Promote effective communication on all levels of the AMD and regional matrix organizations.
3. Ensure that the functions and needs of the workplace are understood by the leadership of the SRDC.
4. Act as arbitrator/mediator in organizational and personnel/personal disputes.

6. Engineering Management
Design Teams Projects
1. Oversee the development of the detailed Platform specifications and development schedules derived from the needs of target customers.
2. Oversee the development of AMD based Platform including assessing performance criteria, evaluating cost effectiveness and interfacing with the customer.
3. Oversee and participate in initial platform project proposals and subsequent product development plans, ensuring plans are technically sound and development costs are accurate.
4. Oversee writing, review and execution of Platform bring-up and Engineering test plans
5. Oversee support of Platform Validation and Debug.
6. Oversee internal prototype turn-key PCBA manufacturing requirements with external contract manufacturers.
7. Oversee the internal development of x86 system BIOS, Linux and Windows Drivers and Applications.
Skills and Abilities
1. Proven skills in business, engineering and financial management.
2. Demonstrated ability to work with senior level engineering and business management.
3. Demonstrated ability to work in a culturally and proactively diverse organization.
4. Excellent, proven interpersonal, verbal and written communications skills in Mandarin and English.
5. Demonstrated ability to manage and supervise an engineering staff and team.
6. Demonstrated ability to multi-task and work in a fast-paced office setting.
7. Proven ability to cope with conflict, stress and crisis situations.
8. Effective problem-solving and mediation skills.
9. Demonstrated ability to share skills and knowledge with others.
10. Demonstrated technical expertise in the areas of design and development of PC platform and/or system-level design..

Experience Required
1. A minimum of five years of experience in business management, personnel management, including hiring, supervision, evaluation and benefits
2. A strong knowledge in PC architecture, x86 processors, chipsets, DRAM architecture, PCI, PCI-X, PCI-Express, ACPI, multiprocessor systems, power management and system management - Expertise in Assembly programming and debugging tools.
3. Knowledge in C and C++ programming and experience in device driver development for Windows and Linux is a plus
4. Experience in BIOS, Driver, and Applications software development.
5. Experience in Notebook, Desktop and Server/Workstation design and development.
6. A MS or PhD in Electrical Engineering or Computer Science.
7. Requires a thorough knowledge of electronics manufacturing, and demonstrated analytical skills.
8. Experience in PCBA manufacturing and test of Notebook and Desktop Hardware and systems integration.
9. Experience working with Universities and college students.
10. Experience in business technology.
11. Experience with training and education programs.
