Children Left Behind

Shanghai - A recent report by the Beijing-based Institute of Nutrition and Food Safety indicated 29% of children younger than five living in the poor regions of Yunnan, Guizhou, and Qinghai were malnourished. To a city dweller like myself, the reality behind these statistics was hard to grasp until early November, 2005, when I visited Yang Bi, one of the poorest counties in Yunnan, dominated by ethnic minorities. Located in the mountains thirty miles west of Dali, Yang Bi County is sparsely populated with 100,000 residents - mostly peasants - spread over an area of nearly 1,900 square kilometers.

I was joined by fourteen other members of the Peach Foundation, a non-profit organization whose primary mission is to provide financial assistance to middle and high school students from poor peasant families who would otherwise be unable to continue their education. The foundation generally supports students whose family income falls below RMB 2,400 per annum. Nearly all of these peasant families survive by harvesting corn and walnuts, which they supplement by raising pigs, chickens, and ducks. The poorest of them lack electricity, running water, and adequate shelter. They are vulnerably subjected to the whims of nature, including leakage on rainy days and sub-freezing temperatures during the winter.

The fifteen of us split into small groups and visited dozens of children and their families while covering 1,000 square kilometers in five days. Most of the areas we traveled to could only be reached by foot and some destinations required hours of hiking, often over steep hills at 60-plus degree angles. As a result of the difficulty in reaching certain areas, 90% of all students at the sole county high school room and board. The average cost for one high school student per year is RMB 2,000, which includes tuition, books, and miscellaneous school charges of RMB 1,400, plus weekly room and board of between RMB 20-40. The average cost for one middle school student per year is half that of a high school student, at RMB 1,000.

While making an unplanned stop at an elementary school, I noticed something written in blue chalk on a wall in the schoolyard reminding parents to pay the full amount of RMB207 for the Fall Semester. This means a young family with two children, one in elementary school and another in middle school, would need RMB 1,400 per annum for their education; the sum of which is more than half of the average annual income of families targeted by the Peach Foundation. Similarly, none of the families targeted by the Peach Foundation are able to afford high school educations for any of their children. It is no wonder that in October, a (since retired) Vice Minister of Education expressed concern over the negative impact of the cost of education for poor Chinese families.

China's economic growth, and its benefits to her citizens during the past quarter century, has been unprecedented in the course of modern-day human history. Nevertheless, a portion of her citizens have been left behind facing conditions of subsistence and poverty. Without adequate educations, many of their children continue to perpetuate the same vicious cycle of stagnancy that their forefathers were hopelessly caught in centuries before them. The Peach Foundation is trying to give hope to the hopeless. You can too.
