Cash for Green Card Program Could Provide Huge Boost for Tri-Valley Economy

With a local economy still picking itself up by the bootstraps and limited private and public project funding options in and around Dublin, CA, the Immigrant Investor Program, also known as EB-5, could be a boon for the Tri-Valley as it tackles ambitious projects such as the 2,000-seat Regional Theater in Downtown Livermore, the BART to Livermore extension, and the San Ramon Downtown City Center. EB-5 can instantly provide foreign investors who put a minimum of $500,000 in the United States with a green card. While EB-5 was initially envisioned as a mechanism to encourage foreign entrepreneurs to start new businesses in the United States, the program has expanded the instant green card eligibility to include the purchase of municipal bonds, homes, and other passive investment options.
EB-5 has provided many Chinese investors who are in fear of losing their wealth to the Chinese government a way to protect their assets. Unlike the Chinese government, the American government is founded on the principles of property rights. “Everybody worries. If you have money, you worry. Because so much assets. Tomorrow, these assets are going down,” said market researcher Oliver Hua.
According to Hua, rich Chinese want green cards, so they can protect their wealth as China’s red-hot economy inevitably cools. In China’s one-party system, the new business class relies on its relationship with government officials to prosper. Should that relationship sour, the property owners, according to Hua, will be at the mercy of the Chinese government. “You get rich working with the government. If you don’t work with the government, you may get nothing and you may lose everything. That probably is the most dangerous situation,” said Hua.
A recent survey by Bank of China and Hurun, a company that tracks China’s rich, found that 60 percent of Chinese millionaires have either emigrated, are in the process of doing so, or are thinking about it. “Many people have questions about the uncertainty surrounding China’s economy, so they start looking for a second or third option,” said Leo Yang, who manages a company that helps wealthy Chinese get their green cards.
In 2010, 2,480 immigrants got their green cards via EB-5. According to Reuters, citizens of China, Japan, Taiwan, and South Korea account for more than 75% of EB-5 visas issued by the United States that year. The Obama administration would like to see that number increase to 10,000 a year. Given that the Bay Area is one of the preferred destinations for many affluent immigrants, the “Cash for Green Card” program could bring tens of millions in dollars to the Tri-Valley for building the regional theater, BART to Livermore extension, shops, offices, and other infrastructure projects. It could also mean hundreds, if not thousands, of new jobs for local residents.
