Now it's expected to begin at 4 AM CET (10 PM EST), according to the European Council.

Everyone's still waiting on a big presser from van Rompuy and Barroso, which has been pushed back several hours already. It's now 2:54 AM in Brussels, and leaders are SUPPOSED to make an announcement at 3 AM. But it seems unwise to trust that estimate now...
