Procurement Manager(Mine industry)

Report to: Vice GM
JOB objectIVES:
Conduct sourcing for defined area/raw materials and ensure that competitive advantage is delivered to customers through world-class sourcing. Implement sourcing strategies in coordination with management and take the sourcing vision, mission, guidelines, strategic tools and systems into full consideration.
MAIN RESPONSIBILITIES:
1.Bring competitive advantage for defined area of raw materials in China. Tackle tasks and challenges independently and ensure that an effective sourcing for such area takes place and that start-of the art sourcing strategies are implemented. Input own ideas and in accord with supervisor, make sure that sourcing strategies are in line with the global sourcing strategy, and fully comply to defined EHS standards and sourcing processes.
2.For the defined area of raw materials, initiate and guide the development of strategic sourcing projects, supplier selection and supplier management and negotiation process. Tackle the process actively and with self initiative when appropriate. Implement a supplier selection in line with global sourcing strategy and develop agreed "key" suppliers. Prepare negotiations with suppliers. Pay special attention to all EHS related criteria and coordinate closely with other team experts.
3.Prepare contracts, agreements, and negotiations concepts for such visits.Take active initiative in on-time reporting and follow up.
4.Build up fields of market expertise, research and monitor the upstream / procurement / downstream markets, understand cross dependencies, market trends, early warning indicators.
5.In accord with sourcing assistant, ensure that export of sourcing goods is running smoothly in full line with internal rules and regulations. Pay special attention to logistics related issues and EHS/responsible care. Coordinate need for action with management. Keep constant dialogue with expert teams.
6.Ensure that sourcing database is input correctly and give input to develop EHS concepts and database further.
REQUIREMENTS:
1.University or Master Degree in Chemistry or Chemical Engineering is preferred.
2.At least 5 years purchasing / sourcing experience in a related role in the chemical/mine products industry
3.Good communication and interpersonal skill.
4.Fluent in English and Mandarin.
5.High business ethics.
6.Could travel 5-6 days every month.
