PUBLIC SERVICE TOPS WISH-LIST OF JOBSEEKERS

Barack Obama spent the days leading up to the inauguration setting out his vision for a new era of public service he hopes will define the administration and unify the nation.
“Don't underestimate the power for people to join together and to accomplish amazing things,” said Mr Obama on Monday, as he joined Martin Luther King III, son of the civil rights leader, painting walls at a shelter for teenagers.
On the campaign trail he promised to redirect the fervour of grassroots supporters into public service and “make government and public service cool again”.
The ambition evokes the spirit of John F. Kennedy's plea in his 1961 address for Americans to “ask not what your country can do for you but what you can do for your country”.
It did not take long for Mr Obama's call to be answered. A record 350,000 people applied for the 3,000 positions available in his administration – about four times the number who sought a post in the first Bush administration in 2000.
“You have a better chance of getting into Yale or Harvard,” says Lynn Jennings, interim chief executive at the Council for Excellence in Government.
Visits to USAJobs.gov, the website for federal vacancies from Nasa to the National Park Service, have risen by 500,0000 a week.
“There has not been this level of interest in public service since the Kennedys,” says Scott Kirk of CareerPro Global, an employment consultancy that specialises in federal jobs. “We've had literally thousands of inquiries asking, ‘how can I get a job with Obama?'”
Republicans scoff at the suggestion Mr Obama has a unique claim on the public service ethos. They point out that volunteering and other civic activism have been on the rise throughout the Bush years. The difference is that Republicans tend to encourage public service through churches and charities, while Mr Obama favours a bigger government role. “For the past few decades, there had been steady erosion in respect for government and the people who work in it,” says Max Stier, president of the non-partisan Partnership for Public Service. “Obama is changing that.”
A recent survey of US undergraduates found more wanted to work in government than any other sector, with five federal agencies among their 15 “ideal” employers. The state department ranked above Goldman Sachs; Nasa above PwC; the Central Intelligence Agency above Microsoft; and the Federal Bureau of Investigation above JPMorgan, according to the study by Universum, a consultancy on employer branding.
The phenomenon is to some extent a natural consequence of the economic downturn. With the new administration racing to fill positions and planning to invest heavily in government programmes, the public sector is one of the few parts of the job market that is expanding.
Mr Obama says at least 80 per cent of the 3m-4m jobs he is aiming to save or create during the next two years will be in the private sector. The Cato Institute, a free-market think-tank, says that would still imply an additional 600,000 or more government positions.
“With the slumping economy a lot of jobseekers are giving our federal government a second look,” says Mr Stier. “The conditions are right for federal agencies to bring in top talent.”
Mr Kirk says the downturn is also causing people to look to government for solutions and promoting the ethos of public service as citizens seek to help the country out of the ditch.
“It's not just that the economy is reducing job opportunities in the private sector,” he says. “It's also that people are looking at government in a different way.”
