HBV vaccine is effetive allright, but there is no sure thing in medical science. Remember, there was a clinical study conducted in 2001. Roughly 200 HBV vaccine recipients were studied for the follow-up infection. 6 out of 200 was found postive for HBV-DNA 1 year after immunization. You have to bear in mind that not all of them were exposed to the virus.
Gerenally speaking, immunization is pretty effective againt the common virus (>90%). In other words, it is effective to the virus by which the vaccine was made for. But for variants, they may not be good enough.
As far as the chef was concerned, he may not be a big threat to you, even he is HBV-positive. Chinese way of cooking should be hot enough to kill the bugs. They should not eat more than once of your dishes.
