Most commercials have some kind of hedging program in place. And they use them for speculative purpose every now and then. Making trading profit usually is not the goal.

If you beleive 1BN is big money in oil market, check with friends in FICC at Goldman and/or Morgan Stanley, Merrill. Usually the BigSwingD keeps it profile very low.
