Generally you do not need to. What is the purpose of the notarizing? To certify that the copy is the genuine dupplicate of the original document. In another word, the copy after being notarized is as effective as the original document.
But when you deal with the Chinese Consulate, you may never know. So just as "backtoChina" suggested you need to verify it from the Consulate's wensite or just give them a call (if you are lucky to get through).
